Can epoxy flooring be installed over damaged or oil-saturated concrete?

For heavily damaged slabs, we apply a high-strength epoxy mortar grout coat to level the surface before the basecoat application. If moisture or oil saturation is a concern, we utilize moisture-reductive primers to ensure a permanent bond. (Note: This specialized prep is for industrial facilities; we do not service residential garages).
What is the "cure time" before we can resume forklift traffic?
